Is that the suggested way to run it from the DMG?  That's how we've played, but it could be the reason why the minions seem broken.

I think so, but I can’t seem to find a reference. The WotC DM in their adventure podcasts identifies minions as such.

They advise describing them as being ill-equipped, undertrained, frail, etc.  Honestly, one would think a battle-hardened monster hunter would be able to tell the difference between a worthy foe and a mook pretty quickly.
